Grand Old Partisan celebrates the Tax Reform Act of 1986. October 22nd, Ronald Reagan signed "the most sweeping overhaul of our tax code in our nation’s history." He thanked Treasury Secretary James Baker and Chief of Staff Don Regan for championing the legislation; and credited Senate Majority Leader Bob Dole, Representative Jack Kemp and others for securing congressional passage.
Reagan had insisted on revenue neutrality. The tax code was simplified, the tax base broadened and many loopholes closed. There would be merely three tax brackets instead of fifteen, with top rate declining from 50% to 28%.
At a ceremony on the South Lawn of the White House, the President said:
"The bill I’m signing today is not only an historic overhaul of our tax code and a sweeping victory for fairness, it’s also the best anti-poverty bill, the best pro-family measure, and the best job-creation program ever to come out of the Congress of the United States."
Reagan concluded: "I feel like we just played the World Series of tax reform, and the American people won."
