Republicans guaranteed voting rights for African-Americans in Virginia
Grand Old Partisan celebrates more than SEVENTEEN decades of Republican heroes and heroics.
Today, I commemorate a civil rights advancement for the Old Dominion. As a condition for re-admittance to the Union, the GOP-controlled 40th Congress required new constitutions for secessionist states. It also mandated that African-Americans be allowed to vote for delegates and to be delegates.
October 22nd 1867, elections were held for delegates to a Virginia constitutional convention. Many former rebels declined to vote, so most delegates elected were the ones who favored extensive reforms. There would be twenty-four African-American delegates, Republicans all.

Presiding was John Underwood, an abolitionist Republican named a federal judge by Abraham Lincoln. African-American men were guaranteed the right to vote and serve on juries and hold public office. Voters statewide ratified the new constitution on July 6, 1869. It remained in effect until Democrats restricted voting to whites-only with their racist constitution of 1902.
