National Hispanic Heritage Month first proclaimed

Grand Old Partisan celebrates more than SEVENTEEN decades of Republican heroes and heroics.


Today, I appreciate Republican respect for our multi-ethnic cultural fabric. September 14th 1989, President George H. Bush issued the proclamation establishing National Hispanic Heritage Month:

"Ever since Hispanic explorers discovered the vast, uncharted territory of the New World nearly half a millenium ago, men and women of Spanish and Latin American descent have made major contributions to the development of our country. America's oldest city, St. Augustine, Florida, was founded by Spanish peoples more than 25 years before the settlement of Jamestown.

Today, Hispanic Americans are leaders in government, business, education, sports, science, and the arts. Hispanic Americans occupy positions of leadership throughout our system of government, serving as councilmen, mayors, governors, and as members of State legislatures, the Congress, and the Cabinet.

This month, as we recognize the many achievements of Hispanic Americans, we also recall the universal appeal of the American ideal of freedom and opportunity for all."

John Wesley Cromwell – DC Republican Educator and Scholar

Grand Old Partisan honors John Wesley Cromwell, born into slavery, September 5th 1846. Years after the Civil War focused on working for the American Missionary Association in Virginia. He was delegate at two Republican state conventions as well as a constitutional convention. Following this came law studies at Howard University. Recognizing his talent, the Ulysses Grant administration named Cromwell to various positions and the Chester Arthur selected him to represent Washington DC at the New Orleans World’s Fair. He became the first Black attorney to practice before the Interstate Commerce Commission. It was in scholarship that Cromwell won renown. Publications such as People’s Advocate , Washington Record and Journal of Negro History benefited from his scholarship. He also served as principal at four high schools in the capital.
