James Madison Harvey – Colonel and Governor and Senator

Grand Old Partisan salutes James Madison Harvey, born in southwest Virginia, September 21st 1833. He drifted west — Indiana, Illinois, Iowa, Colorado — before settling down in Kansas and buying a farm. During the Civil War, this young Republican commanded a militia regiment which battled Confederate invaders.
Union restored, Harvey won a term in the state house then a term in the state senate. He was elected Governor in 1868 and re-elected two years later. Among highlights of his administration were railroad construction, population increase and ratification of the GOP's 15th Amendment.

The legislature elected him to a U.S. Senate vacancy. He voted for the 1875 Civil Rights Act. His political career was followed by surveying expeditions in Nevada, New Mexico, Oklahoma and Utah. Harvey County is named for him.
